Specific objectives of this work phase

Drawing up a LIST OF NEEDS that includes the main challenges faced by the city of Valencia, taking into account the different aspirational aspects of it, which are not (totally or partially) covered by the market, which cannot be supplied through “conventional” contracting procedures and for which the PPI modality would provide a way of covering them.
